The Council of Europe has called on FIFA to launch a broad international dialogue aimed at strengthening football's integrity ahead of the 2030 FIFA World Cup.

Secretary General Alain Berset said the 2026 World Cup exposed several issues that should be addressed before the next tournament, which will be hosted by Spain, Morocco and Portugal.

"My proposal to FIFA is to organize a 'third half.' Starting tonight, we should begin a constructive dialogue to prepare the integrity framework that will apply to the 2030 World Cup," Berset said in an official statement.

His remarks referred to the controversy surrounding United States forward Folarin Balogun, whose suspension following a red card against Bosnia in the Round of 32 was lifted after U.S. President Donald Trump reportedly spoke with FIFA President Gianni Infantino. The decision sparked criticism and raised questions about political influence over sporting decisions.

"Political influence is now being exercised even on the pitch itself. When rules are bypassed because of pressure, every result can be called into question," Berset warned.

The Council of Europe also highlighted the growing influence of sports betting, arguing that financial incentives increase the risk of fraud and threaten public confidence in football competitions.

"The celebration will end tonight, but the questions will remain. The next crisis has already begun. It has two names: money and power," Berset concluded.

The organization hopes FIFA will use the period leading up to the 2030 World Cup to establish stronger governance standards and reinforce transparency, independence and integrity across the global game.
